Overview

The Business Analyst II will be responsible for supporting the World Trade Center Health Program Support (WTC HPS) Program Office including analyzing and documenting requirements and process flows. The WTC HPS Program Office initiates and manages operational process improvement projects aligned to healthcare administrative support services delivered on Karna’s WTC HPS contract. These projects address optimization of business processes, information systems, and data across multiple stakeholders.

Responsibilities

  • Identify and define business needs and opportunities for improvement
  • Conduct stakeholder analysis, update or change the approach to business analysis as required
  • Perform investigative work to determine business requirements and specify effective business processes through improvements in information systems, information management, practices, procedures, and organizational change
  • Determine requirements using interviews, document analysis, surveys, site visits, business process descriptions, user stories, scenarios, and task and workflow analysis
  • Consult with subject matter experts, technical experts, end users and other stakeholders to gather information about functions, features, data requirements, input requirements, output requirements, interfaces with other systems, etc.
  • Evaluate information gathered from multiple sources, reconciles conflicts, segments high-level information into details, and abstracts up from low-level information to a general understanding
  • Progressively elaborate the stated requirements to sufficient level of detail that accurately define the business need within the specified solution scope
  • Validate that requirements meet the business need
  • Document business, task, and workflow processes using industry standard methods including business process descriptions, use cases, scenarios, diagrams, flow charts, etc., ensuring that these deliverables can be used to design a solution to the stated business problem
  • Assess solutions to ensure that goals are met and requirements are satisfied, including assessment of request for proposal responses, internal designs, and manual procedures
  • Define acceptance criteria, identify defects, and define and validate corrective actions
  • Obtain needed approval of solution requirements
  • Serve as liaison and resource to project managers, developers, and other project team members throughout each phase of the process to help clarify and/or resolve issues related to requirement, design, testing and acceptance specifications
  • Assist in project scoping and planning, and work with clients in defining acceptance tests
  • Other duties as assigned

Qualifications

  • At least 3 years of experience directly related to the duties and responsibilities specified
  • Thorough understanding and experience working through iterative business processes and solutions projects
  • Well-versed in Microsoft Office products including emphasis on PowerPoint, strong Word formatting skills and Excel
  • Bachelor's Degree in Health Administration, Business Mangement, Quality Improvement or related field
  • Expertise in requirements management, business process, applications and systems, and RFP development and technical evaluation
  • Background investigation required
  • Strong analytical and problem-solving skills
  • Demonstrated knowledge and application of technical writing techniques
  • Strong organizational and critical thinking skills
  • Ability to develop and deliver presentations
  • Teamwork and interpersonal skills
  • Skill in fact-finding and data collection
  • Ability to analyze and develop business and technical requirements
  • Business process and data modeling
  • Strong verbal and written communication skills
  • Ability to interpret and evaluate client informational needs and to determine appropriate alternative solutions
  • Knowledge of computer flow charts 
  • Ability to evaluate and interpret end user information requirements
  • Experience working in a matrixed quality framework; Quality/Audit experience preferred
  • Skills in conflict resolution
